This book has a particularity: It consists of my articles published by American and European press, letters written to foreign colleagues, and speech made at international fora. Therefore, from the outset I apologize for some deficiencies in my English. Furthermore, I have translated into English some of my work, which was originally written -or spoken- in French.
Nevertheless, I thought that my views as presented to an international audience or to a foreign interlocutor might make an interesting entity. That's how this book came about. I have added a lengthy introduction to this second edition: "A different approach to foreign policy". This was translated to English by a professional. Afew new items vere added to the second edition.
"Turkey in the New Century" covers the years 1995 -2001. This is the period when I was Minister of Culture, Chairman of the Turkish Group at the Parliamentary Assembly of Council of Europe and Minister of Foreign Affairs. I have tried to avoid repetition. Therefore, several among the articles are excerpts. There is, however, no editing which alters the essentials.

ABOUT THE AUTHOR

Foreign Minister of Turkey M.A. in Political Sciences, İsmail Cem is writer journalist and author of twelve books mainly on Turkish politics and social democracy. Since the 1970's, he has written a daily column in a number of newspapers. He is the former President of the Trade Union of Journalist and former General Director of Turkish Radio and Television. He has been a Member of Parliament since 1987 and became Minister of Culture in 1995. He was a member of, and later became the President of the Turkish Parliamentary Delegation at the Council of Europe as well as being the Deputy-Chairman of the Socialist Group of the Parliamentary Assembly. Minister of Foreign Affairs since June 1997, Cem is considered to have redefined Turkish Foreign Policy.
